Increased risk from criminals using Motorcycles and Scooters
To begin with criminals are now targetting the actual motorbikes and scooters themselves in order to use them to commit crimes, so ensure your own bikes are very secure, but they are now also increasingly using the bikes to commit crimes further and further away from where they live. In a recent case the criminals attacked a jewellers store in Oxfordshire , they arrived in the area from London in a van with stolen motorycles inside.
They then use the bikes to nip into the target town, attack the premises and escape at speed on two wheels long before the cops can respond. If pursued they will often go cross country thus losing chasing civilians and car based cops themselves. Plus many urban areas in our larger cities are a rabbit warren of narrow paths that the bikes can use and the cops cannot follow.
We recently had two jewellers hit in the North East and the criminals had travelled from Manchester to commit the offences.
They not only target shops and homes but they also target cars stopped at lights and junctions and even pedestrians carrying bling who are to focussed on looking at their I phones than what is going on around them.

The police are told NOT to chase bikers who remove their helmets incase they get hurt if they crash thus making their escape even easier.

In other cases packs of young criminals have been attacking wealthy home owners in rural areas using violence and force on the target families to grab fencible goods / jewellry / cash, after TSHTF I think they will go looking for rural and urban properties who have food and fuel and the great fuel economy of these smaller bikes will give them a considerable operating range.
So if TSHTF I think its a fair asumption that packs of criminals are likely to range further than we originally thought not only raiding more rural and remote areas for gain, but also seeking more fuel supplies as cities and towns will soon run dry.
A few points to consider
Currently I think the risk is going to be higher for Urban and Suburban preppers as gangs appear to be developing swift methods of striking targets and fleeing before the cops can respond, they can also range further and shake off pursuit from cops by throwing away their crash helmets.
They hunt in packs generally so if chased by a police car or police chopper they just scatter and the police have to choose which bike to pusue.
In cities they do appear to be targetting motorists and pedestrians as the opportunity presents itself.
Generally after TSHTF we will need to secure FOOTPATHs and well as roads leading to or passing close to our homes, If they come a calling after THSF they may be wearing helmets and leather jackets which gives them some protection against being hit with batons or sticks so we may need to consider something more persuasive to stop them.
