They want to set up new floating nations on the high seas, the idea is that if nations are essentially composed of a bunch floating boats connected to each other, then if you don't like the nation you live in you just disconnect your boat and sail off to a different nation. Might be useful in the event of hyperinflation in the currency of one floating nation.
The other cool thing is that if an entire nation was bordering a nation that was on the verge of war or on the verge of turning into a tyranny, the entire nation could sail off together to somewhere safer.
Also no danger of flooding when your house floats. It's my understanding that out in deepwater Tsunami's aren't really that big a deal it's only when they make landfall that you have problems, in that sense the ocean kind of acts as a shock absorber for Earthquakes. I guess hurricanes would be the biggest problem. In the event of a hurricane it might be a good idea to have a submersible handy!
