depends on what you call a SHTF situation I suppose.
in a TEOTWAWKI event the govt may not even survive or they may go into an underground bunker for the duration there are still plenty in the south east of England, even if they survive they will be relegated to the capital and one or two other northern cities, the provinces will have to look after themselves.
