Perhaps I'm reading these things wrong, but do I detect a sense of " We're doing this as a joke but we can build it for you...." ? As if people are wanting to offer these things but are afraid to be labelled as nutters ? It's just a feeling, but I think there are a lot more people out there who would like a secure bolt hole than we have previously imagined.
Yes Steve I think its pretty much a tongue in cheek story that actually is pretty good free advertising as well.

I remember a company on Yorkshire in the 70s getting into papers because they adapted some very large underground storage tank systems made from plastic or gas fibre meant to be used as cess pits for big off grid homes. They converted one into an underground shelter for fun and it got into the media ( Cold war remember) Anyhoo everyone had a chuckle especially the the company because they sold a few dozen "shelters" to a delighted (wealthy) public who snapped them up. A similar company from Leeds that made storm drain and large diameter water main valves and flap valves who for a laugh made an overpressure blast proof door hatch for DIY bomb shelter builders, they also sold a few dozen. A pond building company once said its large pond filter systems would be ideal for changing into large water filters for bunkers, they also benefitted from the publicity with an increase in sales. As the saying goes "No publicity is bad publicity"

Underground shelter / bunker is a great tool to have but contruction....even if you have ground / land ......is not easy , in my case I have loads of ground ...the problem is how to carry the construction without drawing attention of people who ....visit you regularly ....postmen, binmen, coalman, family , frends, what do you tell the concrete mixer guy, it is not so straight as you may think......filtration......buying parts or system, I finally worked out where I will build mine, this has taken years ...I just wonder how you.....living in a semi or street could undertake such a big project , look at where you live ......how would you do it.....take it from me You will need one even if you think you do not......tell us How you would go about it given where you live right now.
Not a problem over here.

We have tornadoes that wipe out entire regions and individual home shelters are encouraged.

What one does with them between storms is their own business.

You can build about any kind of reinforced shelter you want, as big as you want, and call it a "storm shelter".

No one will blink an eye and in some areas the regional government will subsidize your project.

We considered this when we were city based.

The best we came up with was to declare to neighbours that we were going to install a swimming pool. That would cover digging out and pouring cement flooring and walls, and erecting a greenhouse like cover over it.

Once base, walls and cover were in place the plan was to declare that someone had blown a whistle on us to the local council and that the pool was not permitted development and would have to be filled in.

The difficult bit would be putting in the reinforced lid. The thought was that the greenhouse like over structure would allow a degree of un-overlooked working in this respect.

As I say, just a plan, but never implemented.
