Attach a shotgun cartridge to the front of an Arrow, and when the Arrow hits the target the point will act like a firing pin.
Heard it on the grape vine, I am not suggesting anyone try it so don't get on my arse ok.

I think an arrow in the gut will be more of a deterrent than pepper spray, to be fair.
