In our county motor pool vehicles they used a mixture of 1 pint detergent ammonia to 2 gallons of water draped a long shop towell across the top of the dash board, and applied the mix first with a hand, pump sprayer, letting it work while they sprayed all of the interior windows. Then scrubbed with wet sponge lightly wet with material, wipe most off with rubber squeegee and finished with newspaper. Outside windows done the same way. Thoroughly removed all tobacco residue, bugs and road dirt. Better than commercial window cleaners and less expensve.
