the problem is down to one thing and one thing only= numbers of humans.
the more people there are, the more housing is needed, the more houses that are needed the more of an area will be concreted over, the more concrete that there is the LESS land to sop up the rainfall, moreover the concrete forces the water to go where it has never gone before, result....flooding.

Yes Steve you hit the nail on the head many boating / maritime plumbing systems have to be sealed or one way, which now looks more neccessary than ever for land applications
