That is an amazing piece of technology. Imagine using that against a policeman when he's talking to you. Would be well funny.
But the possibility of such a thing being used wrongly is huge! Especially with our current government's behaviour.

This technology has been around for a while. This is how noise canceling headphones work. It is now the next stage.
What has this to do with prepping though?
