I've got a 40kb pdf file with instructions to make a DIY jiggle siphon.
Is there anyway of attaching this file to a post?

Click "Reply" to the post, at the very bottom (below where it says "Thread Subscription") there's an option for "New Attachment".
Click on "Browse" and find the attachment on your computer, click on it to select and this should return you to your browser window. Then click on "add attachment" and this should upload it to your post.
