Definitely agree.
International tensions are really high at the moment, so the government distracts by talking about gay marriage. Stick to important policies, or get out of office!

We have certain international laws, like the Geneva Convention, Maritime Law, and other internationally agreed bits of babble.
Within the bounds just means 'abiding by, or just within' said rulings.
