American police are set up as a paramilitary force, the largest standing army in the world.

The switch from a civilian law enforcement force to a reserve army started in the late 1960s with the violent protests of the Viet Namn war and the rise of home grown and well equipped revolutionary groups. Through those years and into the 1970s we had a surge in grime. It is over now, but the reaction to the surge has continued for 40 years.

Nationally, we began to demand a highly trained "professional" police presence due to the high crime we were dealing with in that period of time.

This led to a group of "professional" law enforcement officers with an "us against them" mind set. Anyone without a badge was the enemy.

Since police officers deal with the scum of the earth 90% of their time they take it for granted that every encounter with the public is an encounter with the enemy.

While the law says you are innocent until proven guilty the police are trained to suspect guilt from everyone. To expect attack from everyone, and to act premptively to prevent danger.

Here in the states most of the police forces are comprised of individuals with a very superior, very authoritive attitude who react as if they are in combat constantly.

"When in doubt, burn them out!" and if they escape the flames shoot them so they can't be interviewed.
