The only time I can see "tech dying" is if there are not enough people with the knowledge to make and run these systems. Any major natural event that wipes out 50% or more of the population will see catastrophic failure of all complex systems. given another "Toba" or a resurgent Pulmonary virus like the H1 Avian form I would be surprised if technology didn't fail rapidly. Compared to the overall population, the specialists that run our civilisation are a very small percent of that population, and so are more vulnerable to having their numbers reduced by collapse. In other words it only takes a small amount of those specialists to die for it to have large consequences for us all.
