or something similar, would work as a satchel type bag on the bike, a 3 point rucksack off the bike, and easy to stash in a pannier.

but...... can i fit pouches, like a radio pouch to the shoulder strap? maybe with a microphone/speaker on the shoulder, and the radio itself in the bag.

I went with a tactical vest over a webbing belt. I never liked the way the webbing pouches bounce around on the belts. I have actually got an air soft tactical vest but I find these better because they are lined and have extra padding on the shoulders. Making carrying a bag more comfortable.
