It really is so retarded though.

If the rain falls on your garden, do you get into trouble and then need to pay for it? HELL NO!!! Well, what about if you made a water filtration system using just plants, instead of using rain water. Would that be legal?

Take them to court, their rain is trespassing on your land.

Let them enforce it. They will need to visit every property and check the water capture. I'll just redirect my water to a spout that I can move around as required.

I'm thinking of going down the 'water-but disguised as a compost heap' route. That would be much easier.
