They can't take it back because they don't know if it has been tampered with in any way. Would you like your medicine second hand as such? I wouldn't.
Herbal medicine is good for many things. It has its place and is likely to be the only game in town for us after an event. Learn what you can.

In the UK the growing of opium poppies is not illegal only harvesting from them, the seeds are cheaply available from uk ebay and they grow very well in the UK climate. They self seed very well (I last grew some 4 years ago and every year at least a dozen sprout through) so could potentially be planted out in an out of the way countryside location and left to provide a resource if needed.
Most people dont know how to ID them so I cant see them being at major risk from theft
