you mean you dont think we've got that now??

Maybe we have but not too the extent that China has, with its one child policy for all but the wealthiest families.
Maybe we will eventualy see our beloved goverment making people pass an I.Q. test before they are allowed to procreate. ( actualy maybe that's not such a bad idea!)
