The Greek PM may have agreed to something that he knew he couldn't sell when he got back home, so en route back to Athens he may have thought of the referendum idea as a way to get off the hook for his commitment spoken to Merkel and Sarkozy.

pity OUR P.M. hasnt got the same balls!!

Unfortunately ours only does what the establishment elites who own him and his colleagues tell him to do.
