I would have thought that the states that allow open carrying would have lower rate, since you can see the weapon and all.
Sometimes it seems like the human rights societies are more bothered about the treatment of criminals, than the victims of the crime. There definately needs to be harsher sentencing, but only on crimes where people are killed, injuried or have property (physical) stolen or damaged.
