Many nations like France and Germany took protectionist policies to look after some of their own industries, EG both provided their steel makers with free of heavily subsidised power supplies for the blast furnaces, which made them cheaper than British steel !!!. Spains airlines recieved subsidies that BA were denied. Bethlehem steel in the US got cheap power and import tarriffs on British steel were levied by the yanks. So most nations take some steps.
