I do not see any problem with it what so ever - it was a conference that was attended by government employees, rather than put on by the government. It was all paid for by a private security firm.

Along with that, the scenario was just a protect your man drill - close protection and removing the target from the threat. How many of you who are ex mil / other services / personal security have been on that course and how many times? Loads. So, the zombie thing was just a nice touch to make it a bit different. If it was no different from what people had seen in the past, people would have just went through the motions of watching it.

Do not think the course was about dealing with zombies, it was about taking away transferable ideas. The zombies were just to make it more interesting that the drill people have seen many times before.

The zombie make up and pyrotechnics were even provided for free by a third party company who just wanted to show off what they can do.
