The thing is, they did not have a plan for it. The MOD were asked if they had a plan and they said it would be up to the cabinet office to co-ordinate. The cabinet office said 'We will try to fix it' - not much of a plan.
What would you expect the infection rate to be it if measure were taken to contain it? What is the rate of influenza infection each year? Maybe that is a bad measure, as people do not try to agressivly pass on influenza - well, unless they are a bit unstable.
In the UK I think around up to 15% of people get flu each year. If you doubled that, believe me, the country would be on its knees anyway, never mind if people were zombies.
Keep in mind being a zombie can be cured; influenza cannot.
