It's an interesting article. But I don't believe it will pose much of a threat to anyone. The fragments will be relatively small, and the fuel will burn up upon re-entering the earths atmosphere. If the fuel combusts at the point of re-entery it could explode and cause the space probe to shatter into even smaller pieces, which could also burn up in the atmosphere.

I'd love it if I got one of the solar panels, intact, landing in the back garden! NASA grade power!!! WOOO!!!!
