I think for parts of Europe yes, that could well be the case.
At the moment, despite the huge numbers of immigrants etc already here, I think the UK is still fairly well protected. Even if Cameron allows the 4k or even 10k Syrian immigrants in it won't really make a huge difference over here. But in places like Turkey; Hungary; Austria; Germany; Denmark and even Sweden given their policy's, then yes this could end up being the start of something significant.
