Both Jace, Councils have Civil Defence obligations and so does the national government, its a tiered system, EG in the Bostcastle floods a couple of years ago rescue helipcopters came from as far as Northumberland to help out, In the Somerset floods, sappers, rescue teams, boats and crews came from right across the UK. Last night on the news I saw Kent Fire Services guys helping out in Carlisle.

In the UK individual prepping and contingency plans were often ridiculed at all levels, but after 911 / Madrid/ 7/7 that died out and various agencies now encourage people to prep.
