IIRC it was a Labour Home Sec just after WW2 who decided on his own without consulting Parliament that Self Defence was no longer a just reason to issue a FAC, Some folks say it was establishment paranoia after WW1 when they feared a soviet revolution in the UK, others pint to 1968/69 and the first tweaks to licening shotguns, other say the tories in the 90s after Dunblane and Hungerford tragedies.
