Panic among the population???
Seems the terror attacks should have already created that condition!
These preps were a requirement in every German home right up to the end of the Cold War. They are not a "new concept" and were government required for 30 years.
Rather than panic the reestablishment of these requirements should provide a soothing bit of comfort.
After all, they are only promoting what everyone on this forum advocates as a necessity of life.
