Now we get to the grist of the problem, you see partially what is happening is that the enlightened such as preppers, survivalists, homesteaders, realists etc are under the complete misapprehension that what will stop them from leaving WTSHTF is going to be something like Emergency powers laws being applied, or a million sheeple clogging the roads, but that is not neccessarily going to be the problem.
The left wingers, socialists, marxists, control freaks , social engineers etc are not stupid, if they just announced a ban on people moving their would be chaos. But Gentlemen these bastards are very inteligent and think long term. They take control of you in small amounts. They will insist on you HAVING to send your kids to mixed race schools regardless of the acdademic capabilities, they will increase council taxes on homes and land most suitable for self reliance, they will restrict access to vital public services for people living independantly, they will centralise and draw in public services into cities to disuade you from moving out. They already can stop you from legally leaving the UK, they can add a couple of critical comments to your NHS or Police or County records that will stop you from getting mant types of job. they will price you out of the house moving market. I've lost count of the numbers of good decent honest preppers who have said to me " We cant afford to move at the moment" but that is something that will only ever get worse.

Eastern Europe, Slovakia, Bosnia, Hungary, Romania etc all are keen to join the EU, are getting more liberalist but are still cheap and where gun ownership is accepted, also south central France, Chile, Canada have possibilitys.
