Many decades ago, the hotshot lawyers for the water companies made their case at a judgement on this issue that was being disputed by memvers of the general public. The lawyers(water companies) argued that the completre Hydrological cycle was in their domain - BECAUSE - they had to treat the water before it was fit for Human cinsumption AND more to the point - the water companies had to treat the waste water so that it was fit to re-enter the natural waterways and eventually flow out to sea - from where it was part of the uptake evaporation that resulted in clouds. the clouds rained on the land and so the cycle continued on and on. This is why they are able to claim payments from citizens with private wells.
Now I know that due to the last decades environmentally green tecyhnology push, that the rules may have changed slightly. I am not sure of the details, but there is something definitely along the lines of - If you use rainwater collection from your rooftops and your gutterings are not connected to the drainage system, then there is a % reduction on your bill. Most peoples gutters do connect to the drainage system even if they collect water from the gutters as well.
