Tesco were selling tiny, cheap (like £1.50 - £2.50) high-pitched alarms for use on doors recently but you could use them in a similar war and they're much more sensitive than party poppers.

Bdg henry krank alarm mines not sure if anyone makes them.
Poundworld sells 30 party poppers for £1 also had the attack alarms that cryingfreeman mentioned

I would buy a pack of them and test them for hang fires and find out your failure rate. We got a pack of 30 party poppers for my boys christmas party i would guess 25-33% failed to fire.

I used to get them at the medal shop on fredrick street in chichester, was a few years ago but the prices of everything have gone up
