Health and safety has always been in plan, back then it was common sense that drove it nobody wants to die or be injured. Now the State recognises that nobody has common sense then they must do it for them. Thus our OTT H&S system which actually favours the dickheads against employers and thus is part of the red tape strangling growth.

Early(non PC) editions of John Seymour's Complete Guide To Self Sufficiency had detailed instructions on DIY crossbows.Copies probably still mouldering in charity shop book displays.Got John Wright's three foraging books for 25p each>
