Effort to create: Large
Power produced: Tiny
Requies constant attention (as the tide come in a out it needs moved)
Environment: Hostile (salty and wet)

Conclusion: Not worth it.

As a proof of concept it's a fun toy but for preppers we'd generate more energy for less effort with a hand-crank generator.
