RE: NO FUEL.
we need animals to supply the MANURE to spread on the fields to make the crops grow. without animals( or any petro chemicals in lieu of ) the ground soon loses its fertility and no crops will grow.
they teach that to first year students at agricultural college.

RE: NO FUEL.
One or two THOUGHTS.
Would have to go back to crop rotation.
No fuel would mean only be able to supply to nearer area. Don't know about feeding cities which leads to thoughts on how to pay for stuff.
Some would be able to use compost to help the ground but that would probably be limited.
But biggest point that we should consider and has already been correctly made is that we would only be able to feed about 25%, may be less, number of people we have at present in this country.
May even have to revert to more of an agrarian culture as food spent on feeding animals may be better feeding humans.
JUST THOUGHTS.

You're thoughts are pretty much the same as mine John
It'll be all local stuff at first just to survive
Cities won't re-start for a long while, first agriculture will need to create a surplus, beyond what is needed for the survival of the producers.

RE: NO FUEL.
there used to be something called SET ASIDE, if a farmer set aside some land and didn't use it for a year he would get a premium for it-part of the EU agricultural policy I believe, I think that's changed now and they just get paid on the acreage they own.
if anyone is serious about learning about growing plants and keeping animals they cannot do any better than obtaining a copy of : "The complete book of self sufficiency" by John Seymour..obtainable on Amazon.

That surplus will be extremely difficult to produce, the work a tractor can do would require hundreds of people and they'll all need substantial amounts of food to power such physical work.
Our survival depends heavily on fossil fuels, they have enabled the population to rise to current levels and without them we will not maintain these levels.
