I suspect what you and your farmer mate call the 'Vermin List' is effectively the same thing and is just the old name given to what is now the General Licence.

And no you do not have to get permission to shoot rats (or anything else covered by the General Licence ie: magpies, pigeons, rabbits etc) if they are on 'your land', or if you have 'permission' to shoot them on 'other land.
