I have looked at this scenario a lot and it tends to boil down to food production, water supply/sewage, power and comms.
So ideally we would be looking at a small town/village in the country side which has a stream for water and nearby fields. I would expect some of the fields to be recovering naturally and hopefully seeds could be replanted.
That leaves power.
So I have looked at the possibility of bringing windfarms back online, If we could realign the windturbines into the prevailing wind then we would be supplying power to the grid but since the grid is now probably down we would need to open breakers on the 11kv lines in order to keep the power to the local town/village. After that hey presto we should have power as long as the wind keeps blowing.
What else would you add if your the Mayor of New Town ?

Hello, I'm new. I am a fully qualified straw-chewing country bumpkin in the South UK.
So seed ... It is best practice to harvest a seed crop annually as the yield will reduce with the age of the seed. Two year old seeds, for instance, may only have a 50 - 80% chance of germinating and that is with a big spoon of good luck.

If 99% of the population are dead from zombie (not nuke) then there will be many safe vehicles around and unused and the fuel can be siphoned, at least in the short term. It is easy to reconfigure a car motor into a generator. Wink A stream would easily provide enough power for lights and refrigeration. Food can also be preserved by: salting, smoking, fermenting, canning, bottling in alcohol and the like. You guys are awesome and already know this stuff.

For long-term your main battle will be food production and processing.

It takes time to turn animal manure into compost (not rabbit, that can be used without rotting - sheep and goat too i think but am not 100% sure, best check) and modern fertiliser (mostly derived from petro-chemical industry these days) will no longer be available after stocks are used up as there will be no refineries running. Plagues of bugs could be a problem too when the pesticides run out. Crop failure would become increasingly likely. The preservation of extra crops would be vital.
It takes (with optimal conditions and no failures) at lease one acre of land to provide one person with sustenance level food quantity when farmed holistically. Thankfully with 99% of folks having been zombie nibbles, we would have plenty of land to farm and no irate farmers shouting 'gerrof my land!' Kaboom!

There would eventually be fuel shortage too and then we would be back to the 'olden days' of horse and bullocks ploughing.
Training animals to plough takes time and skill and they need correct harnessing. I don't know how many leather workers we have on here that can make collars and surcingles? I have ploughed and chain-harrowed using Shires, Clydesdales, Percheron and bad-tempered Suffolk Punches. I don't recommend the Suffolk's but they are so rare now you'd be hard pressed to even find one.
As animal husbandry will be necessary more land will have to be farmed to provide grains (chickens, quails, milling), pasture (needs maintenance), hay, bedding straw (usually barley stems) - the land is no problem but the hard work and knowhow to keep it productive is becoming scare.
It may be best not to ask 16 year old Nobby who is glued to a mobile gadget how food is produced; likely reply is: you order it online, innit?
