Pete,

It is a good theory and one I supported a few decades ago but bear in mind that so far the conspiracy theorists are being proven right more times than not.

As far as them all following one another. Russia, etc didn't follow the WHOs advice but the others did and the reason they did so imo is that if they didn't while everyone else followed their masters then they would have made a decision. One that they would be responsible for and we all know that they will not put themselves in that situation. Much easier to say I took advice and they were wrong than say I have no skills in that area but made a call which is my responsibility.

Therefore those is change of the WHO, legitimately or in the background like Gates, are running this and we all know that they want to reduce the earths population.

The reason that you have so much difficulty believing it is the same as everyone else. Nobody believes that anyone could be so evil. We think that the odd evil person is an anomaly and our laughable justice system will get them but time after time we find that it is the system that is doing this with no repercussions at all. Why would they stop? Nobody is stopping them and the people make excuses for them or hide their actions.

So Occams razor. There are people that seek power and abuse it. Killing with impunity, covering up their tasks with the carefully placed minions or literally thousands of decisions that go wrong for no reason that just happen to reduce our freedoms and kill us. It can't always be stupidity. Nobody is that thick.

Looking at the pure data without emotion makes it entirely believable.
