when does a preper become a raider

i think there is a difference between raiding and scavenging, raiding is taking,sometimes by force, something that belongs to someone else, scavenging is acquiring and using something that has either been abandoned or has no obvious owner. i intend to be a scavenger/probably already am given my lifestyle, but i dont envisage being a raider/looter.
