You can not easily control and manipulate a peoples who are free thinking individualists who believe in self reliance and self sufficieny. The UK govt still smarts over a certain bunch of colonials in New England in 1776. Many laws such as the enclosure act in the 1800 and the gun control laws of the 90s are specifically set up to ensure the ruling social elite remain that way.
