You forgot the 4th wave. This is where they sit tight until they are starving thinking that the guvmint will come and save them. Kind of a repayment for all that tax. Smile

This wave will be in dribs and drabs as people start looting local homes and finally try and get out too late with no supplies or plan. These are the ones that will cause the most problems for any who bug in and manage to avoid being seen.
