Yes, but without water to flush it will just stay in their homes. They won't be able to flush too many times and the system will handle that, Unless a lot of people prefer wasting lots of water it won't be an issue.

i expect a lot of them to waste drinking water...if they've got any that is...trying to flush the loo...but i do expect most of them to leave either as soon as the power goes off or when the water stops coming out of the tap, there are a few..not many..who drink bottled water so they may last a bit longer until they run out that is.
