I have some basic skills in regards to urban escape, evasion, and survival. All are totally legal, and I wouldn't dare suggest things like lock picking, and how to hotwire a car. They are vital survival skills, but also illegal, and shouldn't be taught. Same as I wouldn't teach my Scout troop to make pocket rockets, baton with a knife, and how to sharpen a normal knife (as in, table knife fork spoon) into a razor sharp edge- because the Scout organisation believes a pen knife is safer to use, and thus Scouts can't use a full tang knife.
