All ward managers will be RGN's, most will have a degree or be studying for one and they will be or can be referred to as a matron. They also normally have a teaching qualification. Matron is pretty much a generic term now for a nurse working at their grade with managerial responsibilities. Some specialist nurses / nurse practitioners at the same grade may also be referred to as matron.

If they are not at least a band 7 qualified nurse, they are not a ward manager, probably something like a bed occupancy officer, senior administrator or so on.
