But the mess we're in at the moment shows us that:
1] The people are apathetic
2] Power attracts corrupt leaders
3] When the justice system is corrupt, having one group of corrupt people answerable to another group of corrupt people doesn't work well.

We need a structure of rules that ensures fairness rather than relying on fair interpretation by corruptable individuals.
