A general rule of thumb is that if the Watts of your panel (4 in this case) is smaller than the Ah of your batter (7 in this case) then you probably don't need a charge controller as the solar panel is too small to overcharge the battery. It will probably be able to do very little more than compensate for self-discharge.
However on a series of very sunny days in the summer if you're not taking power off the battery I'd check the Voltage as the two numbers are close.
