I reckon geographically and demographically the best place to be a prepper in 2013 is probably Ireland (but not if your English) A good sized land mass, temperate climate, good natual resources from peat bogs to fisheries, ideal for renewable energy, low population, plenty of wilderness areas, moderate gun laws and the Garda are still seen as part of the community rather than agents of the state. and the paddies are inherantly a self reliant mob as well.
