They are distributed in a triangular pattern every 16 miles in three directions from the local command centre IIRC. I think all the locations are actually listed on Sub Brit or in War Plan UK.
OK quick dig lists War time HQs for you in Kirkaldy Fife, Craigiebarns Dundee Tayside, Woodhill house Aberdeen, Raigmore Inverness.
