You are restricted to 12 ft/lb energy at the muzzle no matter what you shoot, which means the power is the same, only the trajectory changes.

That makes the .177 easier to shoot, not necessarily the better gun.

It also does not give the heavier .22 pellet any advantage in power over on your side of the pond.

Your restrictions are written for a single purpose, to prevent anyone from having an effective weapon capable of killing anything.

Use them as such.
