What you are describing is a very nice setup for VHF or UHF emergency radio repeaters. Likewise a 10m or CB repeater can be very effective. We have a few running over here and they are surprisingly effective.

I think the OP was asking if it is possible to create a private network for regular cell phones. I don't know a whole lot about cell phone network configurations, so had to research it a little.

The solution on the link I posted is quite neat, as its fairly frugal power wise, and if its claims are correct it has the potential to connect whole communities. And can do so using technology that is far more widespread and understood than our beloved ham radios.

( But I will not be e-baying my ham rigs just yet )
