I can authenticate the OP because I knew the author professionally and attended classes in disaster recovery operations for local government whete he was a guest lecturer brought in by the Texas A&M Engineering Extension.

To protect his privacy I will leave it there, but I saw the video, heard the lecture and spoke with the originator of that material for several hours. Take it to the bank.
