After the 3-4 day period, the rich and powerful, elites, beautiful people will still be around and whatever security forces are available will be deployed to protect these areas such as the halls of govt, business, media outlets and the communities they live in. Comparable to the so called green zones in Iraq and Afghanistan. Yeah, not perfect, but possibly better than being outside the zone.
