The two most dangerous questions heard spoken in DC, in government think tanks from top to bottom are:
"Whats the chance that could ever happen here?"
and
"What is the chance we would ever get to do that".
Mix those two questions with a dose of crazy and a bad hair day and you have the formula for terrorist crashing planes into buildings and military personnel not being ready to go to war.
